State Housing Trust Fund
The State Housing Trust Fund helps ensure decent, safe and affordable housing for Iowans through two programs. The Local Housing Trust Fund Program and the Project-Based Housing Program aid in the development and rehabilitation of affordable housing throughout the state.

The Iowa Finance Authority administers several programs that are designed to assist people in quickly regaining stability in permanent housing after experiencing a housing crisis and or homelessness. rehabilitation, expansion or costs of operations of group home shelters for the homeless and domestic violence shelters.

The Iowa Finance Authority also provides administrative support to the Iowa Council on Homelessness, is committed to ensuring that all Iowans have access to safe, decent and affordable housing.

Homeownership
The Iowa Finance Authority helps make homeownership more affordable and accessible for Iowans by investing in home mortgages for first-time and repeat home buyers, providing grants for down payment and closing costs and issuing home buyer tax credits. By leveraging federally tax-exempt bonding authority, the Iowa Finance Authority provides a stable source of capital to fund affordable mortgages made by Participating Lenders across the state.

The Iowa Legislature created the Military Homeownership Assistance program in 2005 to help eligible members of the armed forces purchase qualified homes in Iowa through a $5,000 down payment assistance grant.

Iowa was the first state in the nation to create a program to assist military service members in purchasing a home in 2005.

State
Revolving Fund
The State Revolving Fund provides low cost funds for drinking water and wastewater facilities in Iowa. Federal grants allow for low-interest loans to help communities affordably build or update their facilities. The SRF also offers programs that provide affordable financing to assist homeowners, landowners and farmers with water quality projects. The Iowa Finance Authority and the Iowa Department of Natural Resources jointly administer the State Revolving Fund.

Community Development

IFA's Iowa Title Guaranty Division offers low-cost services to guarantee title to real property in Iowa. Iowa Title Guaranty partners with attorneys, abstractors and lenders throughout the state to ensure the integrity of the land title transfer system.
